Actrrually the engineers who worked on the electric generaton and distributions systems stayed and welcomed the US assistance. The problem was more related to looting and antiquated equipment. Now it the problem is gangsters. It seems like Iraq is generating three times as much electricity as it was under Saddam. Wonder why the Iraqi electricity grid took so long to restore, for example? Because we told the people who knew the nut's and bolts of the Iraqi systems to get lost, that we didn't need their help. Well, the evidence is clear - Bush in his arrogance botched the rebuilding of Iraq, providing fertile ground for the insurgency
