I'd rather have a president who "flip-flops" before making such far reaching decisions as war than one who impulsively acts for personal reasons and has no concern as to the ramifications. Bush used 9/11 as a reason to get Saddam and could care loss as to the cost. even willing to lie and embellish to open the door. He may end up killing more Iraquis than Saddam, and if re-elected, he may possibly surpass the Amercican death toll from 9/11 Bush will be humiliated in debates and will lose election in an upset
