Yes. Rove and co thought that Kerry would be rambling and not be able to fit into the time constraints. Kerry's side tried to get the right out in the open lights removed at the last minute, but I'm betting now that they are glad they didn't prevail. Nobody seemed to conceive that Bush would run dry on anything to say, but he did.
