That's a remarkably naive point. Once you know how to make 1 or 2 nuclear weapons then it's a fairly straightforward process to make 6 or 7 or even more. In North Korea's case, Clinton and Carter allowed them to preserve this capacity at a point of time in 1994 when the last Stalinist regime in the world was on the verge of total economic collapse. As a result, they were able to increase their nuclear stockpile AND add long-range missile capability during Clinton's 8 years.
