Found that cause and will leave it for Bob to fix next week. The Modify Subject link is there only if you "own" the thread AND it is moderated.

I can change the thread to moderated as a quick work-around, if needed.

(Bob, line 23 in the message utilities include, or line 76 in subject.aspx if you don't want to change the function.)
