Wow this struck a cord with me. You can make any deals you want with honorable individuals and just keep it between them and you ... but when you find that they are cheating, you must engage some authority that will keep them to their word or your negotiations are over. North Korea had only a small and experimental enrichment program for uranium. Their real dangerous material was under IAEA supervision and monitored by television cameras and contained.
