I would say: 'probably most of the insurgents are Sunni' (that only stands to reason: they were the minority that used to benefit by ruling the rest)... but surely not 'all'.

What about the terrorists pouring into Iraq to fight now? They are many of them Shia.

What about the Shia resistence in the South, and in Sadr City (Baghdad)?

What about the Iranian support Powell was complaining about?
