Your post is a good one but basically you are suggesting that random movements are not predictable. You leave out "emotion". Keep incompetence in the equation (and I don't suggest there is none in the private sector but it pales compared to the lack of checks and balances in government) and you still come to pretty much the same result. AFter 9/11, Clinton would have realized that he could no longer throw the million dollar missles to take out a tent. Almost everything in the news supports my theory. Genocide in Sudan area - look at the waffling in Rwanda. Bush says he is doing something? I commend Powell for taking a stand but everyone else is afraid of stepping on foreign or US toes now after Iraq. It would have been the same with Clinton. He wrote extensively that the genocide in Rwanda was his biggest regret I believe. I don't doubt that Bush would have reacted exactly as Clinton had. Afraid of what people will say in other countries rather than doing the right thing and saving lives. Look at Liberia - I think Bush mentioned that as a plus. What a joke. He could have sent 1000 troops and saved 10,000 lives or more months before he acted. Clinton, et als., would have done the same. What you are not grasping is that we are a very divided nation along a middle. I could vote for either of these terrible candidates. I am not so far different from most of us in the middle except that I think a little bit more about it perhaps. Many on these extreme threads (no knock just fact) start to think that it's the neo cons v the neo libs. They "hang out" with them every day and get into it with vehemence and soon you believe all your friends are with you on the limb fighting the good fight against the other extremists. Those of us in the middle would like to chop off both limbs and start to make real progress on eliminating the incompetence.
