The world had already waited 12 years for UN action, but Saddam played the same old game. We now know why. Oil-for-food program corruption.
Kerry's statement during the debate that 'sanctions were in place' in Iraq again shows his complete lack of knowledge of foreign affairs. The sanctions had long ago collapsed. France, Germany, Russia and many others had huge business dealings with Saddam, hence the massive effort to detour military action against him, which in turn allowed Saddam time to hide and ship out his WMD to Syria and elsewhere. Probably some of it went to France for safekeeping. The oil-for-food program was of great interest to many in those governments as they had become as wealthy as Kerry from it(well, almost). Someday the truth of Chirac, Schroeder and Putin's complicity in this affair will emerge. We can throw Goofy Annan into that crowd of misfits.

We are now discovering the above trio's complicity in the Iranian Nuke program, and the complete ineffectiveness of the IAEA. Al Baradei blew it in N. Korea and in Iran. Useless outfit, the UN. In the meantime thousands die in the Sudan but the UN can't leave it's cocktail hour long enough to make a decision to stop the genocide, waiting for the US to do it for them.
