There's no evidence that there was any Al Qaeda helping Saddam or being helped by Saddam until the invasion. As Iraq moves further into the failed state class there is opportunity for Al Qaeda to move in. Zarqowi has a very good press agent named Donald Rumsfeld. They are trying to make it appear that he is responsible for the uprising, but in fact the predominate reason, in fact pretty much the only reason for the insurgency is Iraqi nationalism and it has not anything to do with Wahabbi sects or Osama Bin Laden.

The "Al Qaeda in Iraq" claim has no more credibility thatn did the "yellow cake" or "massive chemical weapons on 45 minute alert" claims. They are all bunk.
