What you might see is selctive divestmnet of some properties thought to be in Canada's strategic interest and then a sale of every thing else. The buyer of the properties often gets a good deal.

When BP bought ARCO, the Alaska interests that ARCO had needed to be sold, mostly on anti-trust grounds - BP was already in Alaska big time. Phillips petroleum (not Dutch electronics) bought it at a very good price.
