Maybe Bush wasn't lying right after 9/11 when he decided to depose Saddam H. because he probably really believed the dictator was a threat to the U.S. But as the intelligence piled up before the war started and it became more obviouswithin the administration there was no "slam dunk" evidence (as Tenet told the president there was early on) that WMDs really existed in Iraq, the president remained "resolute" in his commitment to fight. It didn't matter to the president what the truth was, or rather what the evidence was, he was committed to going to war and he was going to stick to that path. He surrounded himself with hawks and kept people like Powell and others out of the "going to war" loop. When the war with Iraq started there was no hard evidence (and not from a lack of trying) that Iraq had WMDs. Why did Bush rush to war, when clearly America was not threatened by SH?
