It has been acceppable in the past. However, the pre-bans to all threads will be removed as soon as a bug in the routine is fixed. A moderator will not be able to ban a user until they post to the thread.

The flip-side of eliminating the pre-ban capability is that any person who takes advantage of it by spamming or posting to threads with the intention of being disruptive runs the risk of losing their posting privilges to -all- SI threads.
