Because he was questioning where we'd get the money from to pay for it.

This is idiotic. When you're at war, you come up with the money and ask questions later. This is why thinking people think the Left are so damned stupid.

For just one, he was against the creation of a homeland security department, then he was against it. For another, he said that getting Osama was priority number one, and now he says it doesn't even matter.

These are not "flip flops". Flip flops are when the change is for political expediency. There is no rule against changing one's mind. The flip flop occurs when one changes their mind to pander to a particular audience, for example, what Kerry has done on the war.
