Bush is lying about the "global test" line, trying to make it sound like Kerry said something he didn't. The global test line of Kerry's pertains to -

Once you go acting unilaterally invading countries you'd beter be able to explain to the world why you did it and produce evidecne of a clear and present danger, otherwise you fail the "global test" of credibility and you end up like we are now in Iraq, with almost zero international help just when we need it the most.
