Ish, I think--but I don't know--that Suma posted that article to suggest that Bush would engage in an October surprise simply to get elected.

Such a notion is of course completely flawed.

Bush is invested in the January elections in Iraq; giving the Sunni insurgents a horse-whipping at this time in preparation for the elections in Iraq is A Good Thing, never mind what doing so would do to our election.

And don't forget that it is a risky thing from a domestic political standpoint since we may very well have lots of GI casualties right before we vote. Higher casualties are not going to help Bush.
