Taiwan is not sovereign and does not behave as a sovereign state

Taiwan rules itself. That's the definition of sovereign.

Beijing is the capital of China -- no country disputes this fact.

Bejing is the capital of the PRC, not of China.

Taiwan is a province of China with independent administrative arrangements.

Taiwain didn't cut some deal with the PRC to get special authority that the PRC can revoke. Taiwan rules itself. The only way China could "revoke" this fact is by invadeing or destroying Taiwan. The US could destroy North Korea, so I guess its part of the US (not that many Americans would want it).

The government in Tapei rules Taiwan. It's not an "arrangement" between Taiwan and the PRC, its only an "arrangement" like the "Arrangment" that the government in Bejing is the government over the PRC, or the government in Washington DC is the national government for the USA. Its a unilateral arrangment.
