Russia, left on its own, will not bother to secure the nuke materials in the former Sviet Union. They will participate with us and others in cleaning up the horrible mess they made if we pay for it. We will pay for it by helping them to clean it up -- it is a matter of how much urgency we attach to it. There is nothing more urgent than this. If you want to know where the terrorists of the world shop for nukes, you need look no farther than the bankrupt, corrupt and sad world of the nuclear establishment of the former Soviet Union -- and Iraq? It makes my blood boil to hear the baloney about Saddam as a nuclear threat when we face a real and imminent threat from the former Soviet Union.
