And you know the securing of Russian nukes is lagging because of Bush administration stinginess, I suppose.

Now the USSR fell before the current Bush adminstration came into office and, let's see, before the Clinton administration came into office. Do you know what was the problem back during the long, glorious 8 years between the two Bush administrations? Surely, you'd think if it was all just an issue of US priorities, the Clinton administration would have gotten the job handled then - I mean we had Richard Clarke on the job in those days. Any comments on how this problem was dealt with before W came along?
