France and Germany are still involved in Afghanistan, I believe. But as far as I know the other foreign troops in Afghanistan never leave Kabul.

Re. the drug raising in Afghanistan, its gone on for thousands of years there and stopping it would require a major police action given the size and terrain of the country.
