But it still doesn't get us past the basic question of what you do IF* Chirac doesn't give his approval.* If Chirac doesn't approve, Kerry probably will do what he (Kerry) think's is best. Kerry never has said the US requires Chirac's approval to do anything. The GOP spinmeisters have said that Kerry has said that.
