Perhaps not controversy within the administration, but that would be expected when you surround yourself with people like CIA director George Tenet who tells Bush the case for WMD's is "a slam dunk," when, in fact, there was not a single piece of hard evidence to justify the "slam dunk" assurance. And that's after spending 100s of millions in covert action to find the evidence. The thing I get from Woodward's book is that the president surrounded himself with people that would tell him what he wanted to hear. He didn't turn to advice from people who had fought in the previous gulf war, like Powell. The president could have pulled back from war, and instead, harrassed Saddam until a real coalition force could be mounted. One where the cost in dollars and lives would be shared. Why was Iraq made America's burden? To go to war without full international support was a presidential decision and it was a wrong one, imo.
