The Clinton Administration, in 1998, made regime change in Iraq official US policy, on the basis of the same kind of intelligence that Bush acted upon. Bush did not create the situation. Saddam Hussein was considered a special threat to US interests before his Administration. What changed was the resolve to go on the offensive in the region, after September 11th. If there had been a chance of getting France and Germany on board, you might have a point, but there was not, as they had made clear. France had already announced that if the Security Council authorized force, it would exercise its veto..........
