AQ, like always, is all over the world. A worldwide coalition of groups. Was never confined to Afghanistan / Pakistan. Many were there because of training camps and to fight with Taliban against Northern Front.

But everywhere they are now, they have to be UG not out in the open like before. Hiding in Pakistan, (prob few in Afghan because non-etyhnic Afghans stand out), Saudi Arabia, Iraq, Europe, Chechnya, Indonesia, Thailand, maybe down the street from you.

They were not let go at Tora Bora. Most at Tora Bora were likely killed by bombing.
