Iraq ignored over 16 UN (that's multinatinal) resolutions. The UN had made increasingly dire warning against Iraq. The house of Saud may not be a vey good ally, but they mostly don't get caught thumbing their noses at the US.

Iraq was in play. Saddam put himself in play. If Bush had gone against Saudi Arabis he would have been over the line.
