I don't think it was inevitable.

When we had 20,00 troops in Kuwait we could have put enough pressure on the guy to squeeze out ANY concessions we wanted. We could have kept inspectors in there for two years and saved our military to threaten Iran and N. Korea.

NOW when we try to threaten those two REAL threats our military is overextended and our allies are going to question anything we want to do.
