Actually, it's against the religious policies of nearly all of the other groups (Hizbollah, Hamas, et al) to attack on land that they haven't determined to be "occupied" Islamic land (dar al Islam, I believe is the term). Al-Qaida's the exception. This jibes well with the patterns in reality.
