"The official says there is no clear cut evidence that Saddam Hussein even knew Zarqawi was in Baghdad," ABC reported

I have to assume this official, speaking on condition of anonymity is stating nothing in writing to make the report conclusive. I doubt Zarqawi got into Baghdad and had received medical care without Saddam's/top leaders knowledge.
