Vice President Cheney was arrogant and clearly willing to exaggerate and deceive to achieve his agenda in the debate. This is simply a reflection of his behavior for the last four years. When a person is willing to deceive the American people to push his political and theological agenda (Christian-Zionism), he becomes a liability to America's security and a liability to America's economic well-being.
