Beyond the implication wrt Bush and the war, I think you can take a broader message away from the report.

Sanctions work. If SH could have, he probably would have built a WMD program. Sanctions, with a strong international consensus, are as effective a policy as is war.

Diplomacy works, and it's a hell of a lot cheaper, in more ways than we can imagine.
