Kerry voted to give the President the authority, assuming that Bush would use it wisely as a negotiating tool, and if he needed to actually go to war, that he would do so in the manner of his father, by building an international coalition. Bush promised as much, but went back on that word to the senators.
Kerry would not have behaved as Bush did. He would have let the inspectors do their job, built an internation coalition, and do it right. That way, we'd have shared the costs with other nations, and retained our place as a just nation.
However, if Kerry was President, we probably would not have invaded, because he would have let the inspectors find the truth: no WMDs. And, he would not have manipulated the intelligence to convince himself and others that Saddam was the threat he was not.
