Hard to say what the 'worst case' is.

So might think that a civil war is the 'worst case', but in the long run it might be not the worst thing. Iraq is, to a certain extent, an artificial nation anyway... arbitrarily assembled from three different Ottoman Empire provinces by the Brits near the end of their greatest Imperial powers.

If the three major regions can achieve some measure of autonomy in the end... that might be preferable to a continuous, open-ended conflict that never resolves.
