Anyone use programs that can use the mouse as a paintbrush?

My Windows 3.1 came with something like that where I could
draw scribbles onto the inside of my monitor screen.

I'am sure folks in a school or business meeting setting have tools
to allow them to draw onto a window full of a web page contents.

I just downloaded this freeware ($0 for personal use) thinking
it was something else, and its wild.

I have no use for it, but I tried it out without reading any help
and its made first class. Really well made and I wish I needed it
to do something besides bring up an iHub photo of Phil or Churok
and draw horns on their heads :o)
