If targets [White House] are at risk that requires the evacuation of the President, then the Vice President is to be evacuated as well. Transfer of authority only occurs when the President is incapacitated, typically dead.

The only family that got a reprieve was the President's family. All other families were considered toast.

Doesn't it depend on when in the Cuban Missile Crisis we're talking about? As there was never a Cuban missile launch, it's not a parallel argument. To be parallel, you would take the hypothetical situation that Cuban nuclear tipped missiles were launched and while in the air JFK decided to take a 7 minute break with MM. I would consider that more than poor judgement.

Also, it seems to me that if you're concerned about the safety of the President [that's reasonable], you evacuate the President immediately from whereever he is. The Secret Service should be running into that classroom and be picking up the President and carrying him out of the room if need be.
