my guess is that they are counting zero personal wealth for the pensions people are receiving. i was talking to a municipal retiree recently whose pension is in the 4K/month range, plus health care. capitalizing those cash flows could easily top $1 million at today's interest rates, but according to these types of stats, such people have zero "personal wealth". remember the old saw about there being lies, damned lies, and statistics...
