Online polls (at least the ones used by major networks) won't accept multiple votes from the same IP.

It would require a BOT with 10,000 different IP addresses just to get through your 1 minute window.

There may have been an effort to "stuff the box" but it would require in your example 10,000 different computers who were angry enough at Bush to coordinate their votes.
