This works only if the breeding rate is less than the swatting rate. I suspect this is not the case. As for financial resources, I am afraid that the cost of swatting is far larger than the cost of breeding, so the long term doesn't look good, financially.

And, we shouldn't forget, there was no swamp in Iraq before we invaded. The swamp is our own creation.
