Other reasons too, initiative vs following directions.
I would say that Indian engineers and entrepeneurs who have come to Silicon Valley have set a FINE example of initiative. Too good for Lizzie, really, I suspect. Anyone who believes they are incapable of initative is intentionally blind. And anyone who believes all Americans are is also intentionally blind.

You also don't want to do all your work in any one country - distributing risk across various countries is a better route.
It is quite possible to do R&D and engineering in India and manufacturing somewhere else.

There are also advantages in having both functions together in the same place with the people doing them rubbing elbows. Many serious mistakes have been made because of misunderstandings between the two. And the chances of those problems increase with distance and differences in language and culture.

Infrastructure issues.
Frankly, I expected this outsourcing movement to start 15 years back. Cheap, easy communications, provided by communications satellites, makes it inevitable. What stopped it back then was infrastructure; I know people who tried to open operations then in India and were beaten by power failures, etc. But Indian infrastruture, at least in some areas, has improved enormously since then.

I see no way of getting the genie back in the bottle. Even were a law now passed forbidding US companies to have any overseas operations or contracts, there is already sufficient knowledge and understanding on their part to continue on their own.
