The feds, generally, went through a flattening exercise during the Clinton administration. I don't know if it applied to the intelligence community or not. But what happened elsewhere was that they flattened at the bottom so that the lowest level supervisors were converted into "team leaders" and the next level became the immediate supervisors to way too many people. Concurrently, the politicos at the top created assistant and associate director positions as easily as slice and serve cookies. The structure got taller rather than flatter with all the fluff at the top and the producers at the bottom became much less efficient. Another excellent idea distorted in implementation by folks making self-serving decision.
