I still haven't figured out who the enemy is.

Mostly the hardline dead-ender Baathists, Al-Qaeda, and the "Mahdi army". I can't say there is no violent resistance by anyone no affiliated with any of those groups but it appears that those groups are where most of the violence is comming from.
