It seems our intelligence community didn't serve the President very well. Those failings can be traced in part to to Sen. Frank Church (D), who cut the CIA's hands off, and Sen. John Kerry (D-MA), who voted to cut the CIA's funding.

Now, Sen. Kerry wants to blame President Bush for the failures that Sen. Kerry caused, in part.

That's fair and reasonable, huh?
