I already know how Bush plans to not have to institute the draft. But then, I listen to Rumsfeld's speeches whenever I can. According to Rummy, the Pentagon does NOT want conscripts, they are more trouble than they are worth. They want volunteers, and so far have no problem meeting their quotas. Hard as it may be for you Kerry supporters to grasp, there actually are Americans who believe in serving their country in times of war. God bless them.

Further, the Pentagon is planning to pull people out of unnecessary spots, like Germany, and move them around.

Due to political pressure, our military has yet to be intelligently configured to meet the post Cold War challenges, but Rummy's working on it.
