According to Rumsfeld, it's not an issue now.

You may recall that the primary reason we had trouble getting sufficient troops into Iraq in the beginning was that we expected Turkey to allow us to bring troops in from the north, and this was rejected at the last millisecond after much dithering.

So they had to be brought in from the south, and that was a bottleneck.
