I see what you mean. It is similar to Canada's Quebec saying they want to separate, extract concessions, and then they stay with Canada for years after a referendum that failed by 0.5%.

Taiwan is kind of a mirror image. They say they don't want to join, get support for being independent, but what they really want.

I can see it in Taiwan as in Quebec. What people say in opinion polls and how they act are two separate things. The most powerful thing Canada could say to Quebec is 'OK, go, we don't need you' but no politician has the guts. Ditto China to Taiwan. After they said that Taiwan would be groveling.
