The money spent by government comes from... taxes. People and businesses who would spend and invest their money according to their own desires in accordance with laws of supply and demand if they had it instead of sending it to the government. Those dollars spent by government workers at those Pentagon City stores could have been spent in the private economy by you and your friends at your local stores if you hadn't sent them to DC. You're just talking about shifting the location, not creating new jobs.
