Bush sent Wilson to investigate the Niger connection. When it came up after the SOTU, Bush tried to blame it on the Brits.

There's something very wrong with Bush trying to palm off intelligence on someone else when we spend $40 billion/year on it. The problem with Bush using the Niger yellowcake fantasy is that, had he a really good reason, he would have used that instead.

The yellowcake debacle shows that Bush HAD NO GOOD intelligence that would have made the case. If he had, he would have used it.

The reason he didn't have the intelligence that was good enough to use, was that Saddam had been disarmed. The sanctions, the inspectors...they worked.
