Most utilities in Russia’s Far East are bankrupts

KHABAROVSK, October 9 (Itar-Tass) - Sixty percent of utilities in the Far Eastern territory are “actually bankrupts, its was stated at a telecom meeting on problems of readiness of the region to the heating season that presidential plenipotentiary representative in the Far Eastern Federal District Konstantin Pulikovsky chaired.

The total wage arrears of utilities on Kamchatka exceed ten billion roubles, more than 6.1 billion roubles in the Primorye territory and 3.8 billion roubles on Sakhalin.

According to the plenipotentiary representative, problems of readiness to winter remain in the Koryak autonomous area, Kamchatka, Amur and Sakhalin regions. The emergency situation emerged in the Koryak area where only 11 percent of diesel fuel and less than 70 percent of coal have been brought so far. Only half of the design liquid fuel volume is stored on Kamchatka.

The main problems are caused by incomplete payments of subsidies from local budgets and the low level of payments. Meanwhile, tariffs for communal services are understated and do not correspond to federal standards.

The presidential plenipotentiary representative stressed the unsuccessful work of the joint stock company Russian communal networks and its offices in the region. He gave special attention to the problem of salary that is delayed for four months and more.
