Asia and India are in a major expansion and their labor forces are serious competition. 2. The 90's were a huge economic boom due to the technology revolution (ie. internet). Recessions ALWAYS follow boom times and the larger the boom, the larger the bust. 3. 9/11 These three things alone are reasons why ANY president would have overseen a loss of jobs in this time period.
