Poisoning the water is the most ineffective terrorist attack method as the large volume of water in the system will dilute anything out. they'd need a convoy of tanker trucks to have any effect. OTOH, a small bomb placed on the right chemical tank at any petrochemical plant or refinery could make for another Bhopal.
