What would you poison it with that would deliver a debilating dose to the drinker? How many gallons are in the public water system of your town? Many millions I'd guess. How many gallons of poison would need to be added? No terrorist would use this approach as there are fall more effective means available to them. We need policies that don't invite them to come kill us.
